NDIS Reform is a division of the Department of Human Services.
NDIS Reform leads the implementation of the National Disability Insurance Scheme (NDIS) in the State, as well as funding, contracting and quality monitoring of disability services provided by the non-government sector.
It also leads the implementation of the NDIS for the department, as a large direct provider of specialist disability services in the state, and the future direction of these services under the NDIS reform.
The division approves and monitors disability service providers in South Australia.

NDIS Reform provides funding to approved, mainly non-government, organisations that provide services to people with disability.
Every disability service provider must become a member of the Disability Services Provider Panel (DSPP) to be eligible for National Disability Agreement (NDA) funding from the department.
NDIS Reform coordinates:
- Approving disability service providers
- Assessing and approving service providers based on quality compliance areas
- Monitoring the level and quality of service delivered by funded organisations
- The NDIS implementation in South Australia
- The changes to the department as a result of the reforms
Other work performed by NDIS Reform
Other areas of work include:
- Helping the department respond to the Commonwealth Aged Care reforms
- Managing funding arrangements with the Commonwealth Government through the data collection and activity reporting
NDIS South Australian Market Tool
With the introduction of the NDIS, where participants will choose the services they require based on their goals and aspirations, the disability market will undergo significant change. To ensure participants have choice and control, a robust and diverse disability market is needed. The growth in the disability sector represents new opportunities and new jobs in South Australia.
To help inform and grow the disability sector the Department engaged KPMG to develop The NDIS South Australian Market Tool (XLSM 9.5 MB) . The Tool provides insight into the emerging NDIS market in South Australia including estimated levels of funding, job prospects and demand for services.
