New program to encourage community inclusion for people in need

Community Connections Program

The State Government will roll out a new program to support vulnerable, socially isolated adults who are not eligible for federal government schemes.

Following extensive consultation with providers, peak bodies and clients and an independent review by the University of South Australia’s The Australian Alliance of Social Enterprise (TAASE), the Department of Human  Services (DHS) has designed a new program and will phase out the outdated Home and Community (HACC) program. The introduction of national programs, including the NDIS and My Aged Care, resulted in many HACC clients transferring to federal schemes.

DHS is now tendering for the new Community Connections program, commencing in April 2021, which will support vulnerable South Australians who are not eligible for federal programs – but need extra support. The program will focus on better supporting South Australians access the services they need for quality of life and empowering them to increase their participation and inclusion in their community.

The Community Connections program will help South Australians regain their independence and continue to provide them with assistance including transport to access community services and opportunities to volunteer and learn new skills.

The implementation of national reforms like the NDIS and My Aged Care has provided South Australia with an opportunity to design a new program that addresses service gaps for people who are not eligible for federal schemes. DHS is working in partnership with non-government organisations, Aboriginal community controlled organisations, local health networks and local government to provide better support for vulnerable people who may otherwise fall through the cracks.

Community Connections will be delivered by organisations with strong local community connections and community development expertise, selected through a competitive tender process launched on 9 November 2020.

HACC providers will continue to be funded until 31 March 2021. The new Community Connections program will commence in April 2021 following the tender process.
