At‑birth factors

These are factors present around the time a child is born:

  • One or more parents were under 23 years old at the birth of their first child: 59 percent
  • One or more pre‑birth notifications were recorded: 37 percent
  • The parent had their own out‑of‑home care history: 7 percent

Social‑ecological factors

These are broader safety, wellbeing, and environmental concerns:

  • Mental or emotional health concerns present: 73 percent
  • Domestic and family violence concerns recorded: 57 percent
  • Drug and alcohol use concerns: 46 percent
