The revised DHS Disability Access and Inclusion Plan (DAIP) 2023 should not be read in isolation, but in conjunction with the inaugural DHS Disability Access and Inclusion Plan (DAIP) 2020–24.
The Department of Human Services (DHS) has lead responsibility for administering the Disability Inclusion Act 2018 (SA) and implementing the State Disability Inclusion Plan 2019–23 (Inclusive SA), which aims to improve access and inclusion for South Australians living with disability.
Inclusive SA sets out whole of government actions and measures for 99 state authorities, made up of 31 government agencies and 68 local councils. All state authorities are required to develop and publish a Disability Access and Inclusion Plan (DAIP) that aligns with Inclusive SA’s key priority areas.
The DHS inaugural DAIP 2020–24 was published in October 2020 and outlined how the department would support the implementation of Inclusive SA within our context. These actions demonstrated our ongoing commitment to driving continuous improvement to address the barriers faced by people living with disability who may otherwise be marginalised, disadvantaged or discriminated against.
On 3 December 2021, Australia’s Disability Strategy 2021–31 was launched to coincide with International Day of People with Disability. Subsequently, Inclusive SA was revised to reflect the shifting priorities of Australia’s Disability Strategy and to support the seven outcome areas and the associated Targeted Action Plans. The reviewed Inclusive SA was tabled in Parliament on 28 September 2022 and published on the Inclusive SA website.
The second iteration of Inclusive SA is planned to commence in 2024 following the expiry of the current plan.
DHS has responded to the changing environment by undertaking a review of their DAIP 2020–24, to align all 41 actions with the seven outcome areas of Australia’s Disability Strategy.
Outcome Area 1: Employment and Financial Security
People with disability have economic security, enabling them to plan for the future, and exercise choice and control over their lives
1.1 Continue to work collaboratively with the Commonwealth Government and the National Disability Insurance Agency to develop strategies to support a diverse disability workforce, including within regional South Australia.
Key deliverables and milestones
- Completion of National Disability Insurance Scheme (NDIS) workforce development project to increase the disability workforce in South Australia.
- Participate in the NDIS review of pricing, markets and compliance, and in the development of an NDIS Workforce Strategy to ensure the needs of South Australians with disability are represented.

1.2 Link with Commonwealth Government work to evaluate the Volunteer Management Activity (VMA) model and develop a Performance Management Framework to ensure access to volunteering opportunities.

Outcome Area 3: Safety, Rights and Justice
The rights of people with disability are promoted, upheld and protected, and people with disability feel safe and enjoy equality before the law.
3.1 Improve accessibility for people with disability to connect to existing safeguarding agencies in South Australia.

- DHS will support safeguarding measures through the expansion of the State Disability Community Visitor Scheme (CVS); supporting the expansion of the Adult Safeguarding Unit, submissions to the Disability Royal Commission; and engagement in the Commonwealth Government NDIS review, which has a focus on quality and safeguarding.

3.2 Work collaboratively with government agencies, the sector and autistic people to improve the inclusion, acceptance and appreciation of autistic people in South Australia by developing the State’s first Autism Strategy and developing and Autism Charter which all public sector agencies will sign up to.

Outcome Area 4: Personal and Community Support
People with disability have access to a range of supports to assist them to live independently and engage in their communities.
4.1 Support people with disability and their carers to be involved in their communities by promoting the Companion Card SA program to increase the number of affiliate organisations and new customers.

4.13 Continue to meet regularly with our colleagues across public sector agencies that provide services or have an interface with people with disability to progress collaborative initiatives and address mainstream interface issues.

Accessible Formats
Accessible format is the term used to describe alternative communication formats for people who have difficulties accessing information. Sometimes the term ‘alternative formats’ is used.

Australian Sign Language (AUSLAN) is the sign language of people in the Australian Deaf community.
Australia’s Disability Strategy 2021–31
Australia’s Disability Strategy 2021–31 outlines a vision for a more inclusive and accessible Australian society where all people with disability can fulfil their potential as equal members of the community. It sets out priorities and plans for all governments to work with the community, business, and people with disability to implement and realise its vision in a coordinated and targeted way.
Built environment
Human-made structures, features and facilities viewed collectively as an environment in which people live and work.
Carers
Carers provide unpaid ongoing support to family or friends with disability, age-related frailty or chronic illness. Carers can be partners, parents, children, friends, neighbours or colleagues who provide assistance with personal care, lifting, mobility, administering medication, banking, shopping or housework. One in eight South Australians are carers. They come from all walks of life, all cultures and all age groups.
Co-design
A range of activities and processes used in the design of services and products that involve people who use or are affected by that service or product.
Commonwealth
The government of the Commonwealth of Australia – commonly referred to as the Australian Government of the Federal Government.
Data Indicators
A specific, observable and measurable set of information that can be used to show changes and progress being made toward achieving a specific outcome.
DHS
The South Australian Department of Human Services.
Disability Engagement Group (DEG)
A group of people with lived experience of disability who provide feedback to DHS on issues that are important to people living with disability in South Australia. Members of the DEG provide advice to government on future directions of the State Disability Inclusion Plan, Inclusive SA and the trends in the disability sector and emerging issues.
Easy Read
Easy Read, or Easy English, is a simplified form of plain English that is used for written information, often using pictures and short sentences. It is helpful for people with a cognitive or an intellectual disability or low English language literacy levels.
Kurlana Tapa
The new name for the Adelaide Youth Training Centre, South Australia’s only training centre, which provides a safe and secure environment for young people in custody. Kurlana Tapa means “New Path” in Kaurna language.
LGBTIQA+
Lesbian, Gay, Bisexual, Transgender, Intersexual, Queer/Questioning, Asexual/ Agender/Aromantic and other sexual orientations and gender identities.
Local councils
A system of government in South Australia under which elected local government bodies (councils) are established and empowered by the State Government under the Local Government Act 1999 (SA).
Ministers Advisory Council (MAC)
A group of people with specific lived experience who provide advice to the Minister for Human Services on relevant issues. Members of the MACs provide advice to inform government strategies, policies, and legislative reform. There are three MACs: LGBTIQA+, Disability and Youth.
Pavely app
Pavely is a social planning app that makes it quick and easy for people with accessibility needs, or those close to them, to find new places to go or things to see and do. The Department of Human Services launched Pavely in collaboration with the Department for Innovation and Skills, Department of Treasury and Finance and Go2Gov program start-up ‘The Moonshine Lab’.
Priority Groups
The Disability Inclusion Act 2018 sets out principles to ensure the specific needs of people living with disability who are Aboriginal and Torres Strait Islander, from Culturally and Linguistically Diverse backgrounds, women and young people are considered when designing and delivering services and plans.
National Disability Insurance Agency (NDIA)
The NDIA is an independent statutory agency responsible for the implementation of the National Disability Insurance Scheme.
National Disability Insurance Scheme (NDIS)
The NDIS provides support to people with disability, their families and carers. It is jointly governed and funded by the Commonwealth and participating state and territory governments.
State authority
As defined in the Disability Inclusion Act 2018 (SA) to include a government department, an agency or instrumentality of the Crown, a local council constituted under the Local Government Act 1999 (SA) or any other person or body declared by regulations to be included.
State Disability Inclusion Plan: Inclusive SA
Inclusive SA is the Government of South Australia’s disability inclusion plan. Inclusive SA sets out specific actions for State Government agencies and local councils (State authorities) to achieve. Inclusive SA also complements the NDIS, as it aims to address access and inclusion for all South Australians living with disability, including people who are not NDIS participants.
Toolkit
A toolkit is a curated resource or suite of information documents that provides practical advice, guidance and information on a particular subject or process. It may include guidelines, templates and procedures to assist in the completion of a task.
Universal Design
Universal Design involves creating facilities, built environments, products and services that can be used by people of all abilities, to the greatest extent possible, without adaptations.
Volunteers
Volunteering is time willingly given for the common good and without financial gain. Volunteering plays a valuable role in sustaining healthy, resilient communities and contributes significantly to the quality and vibrancy of our society. The volunteering effort is valued at $5 billion annually in South Australia.
