Figure 2 plain text description

Overview of the Child and Family Support System.

The graphic shows the changing services employed as child and family risk and complexity increase.

At low risk and complexity, universal services are sufficient.

At medium-to-high risk and complexity, three tiers of service are used:

  • The lowest tier is tier 3, Family Support Services. This provides lower intensity support.
  • The middle tier is tier 2, Intensive Family Services. This provides high intensity/frequency support.
  • The highest tier is tier 1, Preventing Out-Of-Home Care and Intergenerational Trauma. This addresses imminent risk of a child’s/children’s removal to out-of-home care.

Finally, if child and family high risk and complexity is reached, out-of-home care is used.
