To monitor rehabilitative programs delivered to eligible young people under the supervision of Youth Justice to ensure population needs are understood and programs are identified, developed and facilitated in a manner that maximises the engagement of young people and meets the varied needs of the population

Youth Justice is continually striving to provide young people a range of programs to suit the varied needs of the Youth Justice population. Youth Justice works in partnership with a variety of external agencies to deliver these programs. All programs offered to young people within Youth Justice have been assessed to ensure they meet the specific criteria.
Referrals to Youth Justice programs are made by Youth Justice staff.
Youth Justice programs are categorised into 5 areas:
- Offending Behaviour
- Cultural
- Health and Development
- Family and Social
- Community Engagement.
Offending Behaviour
These programs address the underlying cognitive, emotional and behavioural factors which are directly related to offending behaviour.
Cultural
Programs classified as 'Cultural' specifically address cultural disconnection by building and maintaining a young person's connection to cultural heritage, strengthening ties with family and community and building cultural identity.
Health and Developmental Programs (offence-related^)
These programs address health and developmental factors which can influence a young person's offending behaviour. E.g. substance misuse, mental health, gender and / or age-specific challenges or difficulties associated with developmental, intellectual or cognitive needs.
Family and Social Programs (offence-related)
These programs address family and social factors which have become contributing factors to offending behaviour and / or may act as barriers to desistance.
Community Engagement
These programs are designed to help a young person build and maintain stronger links to their community through education, training, employment opportunities, making connections to community groups, and providing assistance throughout the transition period between detention and the community.

Considerations for Program Developers and Providers
In order to provide guidance to program developers and providers relating to the population and strategic needs within Youth Justice, the following documents have been developed.
Youth Justice Aboriginal Cultural Proficiency Guide (DOCX 258.8 KB)
Youth Justice is committed to addressing the over-representation of young Aboriginal people within the youth justice system, by ensuring the needs of this population are addressed within the content and facilitation styles of all programs. The Youth Justice Aboriginal Cultural Proficiency Guide details the processes involved and the expectations of program providers to ensure all programs provided to young people under Youth Justice supervision, regardless of the program’s target audience or stated goals, are inherently proficient in addressing the needs of the Aboriginal population.

This suitability criteria outlines the expectations for all individuals involved in the organisation, facilitation and support of programs within Youth Justice. It outlines the expectations regarding conduct, safety and security, supervision and support and training.
