Support for the homelessness sector

The Department of Human Services works alongside the homelessness sector through a range of supports, programs and strategic partnerships, to support people experiencing homelessness, or at risk of homelessness.

Specialist homelessness services in South Australia

Most of South Australia’s Specialist Homelessness Services deliver support for people experiencing homelessness, or at risk of homelessness, via a unique partnership model called ‘alliances’.

The five alliances are:

  1. Metropolitan North – Adelaide North West Homelessness Alliance
  2. Metropolitan South (includes Adelaide CBD) – Toward Home Alliance
  3. Country North – Country North Homelessness Alliance
  4. Country South – ac.care - Homelessness
  5. Statewide Domestic and Family Violence Alliance – phone 1300 782 200 or 1800 800 098.

Targeted programs

In addition to the alliances, South Australia offers targeted programs that support:

  • Children and young people
  • People leaving prison
  • Others with specific needs.

Homeless2Home (H2H) client and case management system

All specialist homelessness agencies must use the Homeless2Home (H2H) system as part of their funding agreement. The H2H system:

  • Ensures consistent case management across South Australia
  • Enables agencies to record client details, assistance given, and outcomes electronically
  • Creates a client pathway and allows referrals between agencies
  • Enables standardised reporting
  • Collects data according to the Specialist Homelessness Services Collection.

Supporting the homelessness sector to keep people safe in extreme weather

Extreme weather activations, like a Code Blue (for cold weather), a Code Red (for hot weather) or Severe Weather (for extreme events such as storms) tell the public about extreme weather events that could be detrimental to the wellbeing of people who are sleeping rough, and helps the South Australian homelessness sector coordinate extra support for people who are sleeping rough during extreme weather events.

Other services and partnerships

Adelaide Zero Project

The Adelaide Zero Project (AZP) seeks to demonstrate that ending homelessness is possible in Australia through their Advance to Zero (AtoZ) framework. AZP keeps a By-Name List that provides real-time data on the number and needs of people experiencing rough sleeping homelessness in Adelaide’s inner city.  AZP is a partnership between the Australian Alliance to End Homelessness, City of Adelaide, the Toward Home Alliance and DHS.

AZP is part of the broader South Australian Alliance to End Homelessness, which has recently expanded their work to include a Port Adelaide Enfield Zero Project.

SA Housing Trust

DHS works closely with agencies such as the SA Housing Trust, that delivers programs such as the Homelessness Supportive Housing Program (HSHP) and the Transitional Housing Program. Homeless2Home System Support
