Homelessness Outcomes Framework

South Australia now has a Homelessness Outcomes Framework, which is based on a clear, shared vision to prevent and resolve homelessness. It guides how the Homelessness System will support people in need and improve lives across our state.

A shared vision

The Homelessness Outcomes Framework seeks a future where homelessness can be prevented or resolved.
It helps everyone to:

• understand what people at risk of or experiencing homelessness face
• understand how the system supports people to achieve positive outcomes
• find better ways to work together, including with other support services
• collect useful data to improve the system and plan for the future.

What is the Homelessness Outcomes Framework?

The Homelessness Outcomes Framework has 3 key components:

• 9 key measures (outcome indicators) to ensure people are safe, connected and have a home
• a client-level plan (theory of change) describing the activities to achieve these outcomes
• a system-level plan (theory of change) explaining how the whole system enables these outcomes.

How it fits with other plans

The Framework aligns with the broader DHS Outcomes Framework. This is a plan that shows what DHS wants to achieve to make a positive impact on the community. For more information, visit the DHS Outcomes Framework page.

It also supports the National Agreement on Closing the Gap, which focuses on improving outcomes for Aboriginal people. How the framework will be used

The Framework will help DHS and services work more closely together. At a population level, the Framework will improve outcomes across 9 key indicators. At a system level, the Framework will provide key insights into how the homelessness system enables improved outcomes, ensuring the system continues to work well for people in need. Progress and results will be shared in 2025–26.
